If you want to use Steam as more than a game launcher but less than a web browser, don’t add allow steamwebhelper.exe . Instead, try one or more of the following:

1. Import https://u.pluckeye.net/configurations/76004.

2. If you want to allow Steam greater access, import https://u.pluckeye.net/configurations/193082 or manually configure:

pluck + allow steamcontent.com program:steamwebhelper.exe
pluck + allow steamgames.com program:steamwebhelper.exe
pluck + allow steampowered.com program:steamwebhelper.exe
pluck + allow steamstatic.com program:steamwebhelper.exe
pluck + allow steamusercontent.com program:steamwebhelper.exe

## Optional
pluck + allow steamcommunity.com program:steamwebhelper.exe              ## only allow this if you need community hubs
pluck + block steamuserimages-a.akamaihd.net program:steamwebhelper.exe  ## mitigates allowing hubs by blocking images

3. Or, use [Steam Parental Controls]](https://help.steampowered.com/en/faqs/view/054C-3167-DD7F-49D4). See our Steam Deck page for more discussion on that. In short, these controls allow for disabling the web browser and limiting the kind of content accessible in the store.

Troubleshooting

“Steam encountered an unexpected error during startup (0x3000).”

Add this to your configuration:

pluck + allow 127.0.0.1 program:steamwebhelper.exe

When system is enabled, the above rule is needed in order to launch Steam on Windows. If you imported either the classic or wimpy base configuration, you already have this rule and don’t need to add it manually.
